Understanding AQRCB’s Role in Québec

The Association Québécoise de Récupération des Contenants de Boisson (AQRCB) is the not-for-profit organization responsible for managing Québec’s deposit-return system for non-refillable beverage containers. As the designated management body, AQRCB oversees collection logistics, material recovery, and stakeholder coordination in one of Canada’s most dynamic recycling markets.

Operating under an agreement with RECYC-QUÉBEC and regulated by the Ministère de l'Environnement du Québec, AQRCB ensures that Québec’s Container Deposit System is efficient, scalable, and compliant with evolving environmental legislation.

Industry Stewardship and Compliance

AQRCB’s stewardship model is built on accountability and innovation. It is responsible for ensuring that container recovery meets regulatory targets and that system performance is transparent and auditable. The association works with retail partners, logistics providers, and depots to support automated sorting, tracking of returned containers, and the expansion of Québec’s collection network.

To meet provincial compliance standards, AQRCB integrates tools such as fraud detection, real-time material tracking, and analytics dashboards that monitor depot activity and container flows. AQRCB is governed by a Board of Directors representing beverage producers operating in Québec. The organization is committed to enhancing consumer access, supporting digital refund options, and enabling a modern, bag drop & kiosk-based infrastructure that simplifies the return process.

In line with provincial environmental goals, AQRCB works closely with RECYC-QUÉBEC to promote circular economy principles and reduce container-related waste. These efforts are supported by investments in return site management, public education, and data-driven system improvements, all aimed at maximizing recovery while minimizing environmental impact.
