Our Approach

Under the direction of AQRCB, Quebec’s modernization of its deposit-refund system introduced a need for more flexible, unmanned return solutions that could serve urban and remote communities alike. The challenge was clear: deploy a container return system that removed the need for staffed depots or in-person interaction, while maintaining end-to-end traceability, refund integrity, and user adoption. Without a seamless digital solution, AQRCB risked excluding key demographics, missing refund accountability targets, and undercutting system-wide recovery goals.

LT3 DRS provided the backbone for ConsignExpress - an autonomous, app-integrated return system that empowers users to drop off pre-labeled bags of containers at secure, unmanned sites across Quebec. The platform handles real-time user verification, bag scan tracking, and electronic refund issuance, all fully compliant with AQRCB’s reporting and audit requirements. With no sorting required, no depot visits, and no human handling, ConsignExpress redefined convenience without compromising regulatory precision - enabling AQRCB to reach more people, with fewer physical constraints and total system transparency.

The Result

Since its launch, ConsignExpress has rapidly scaled across the province, now operating at over 1,000 self-serve return points with continuous expansion underway. The system has processed tens of millions of containers, significantly increasing access to refund services in both urban and underserved areas. User satisfaction has surged due to the platform’s simplicity and speed, while AQRCB benefits from automated refund reconciliation, full container traceability, and real-time program oversight. With LT3 DRS infrastructure enabling this innovation, Quebec has taken a major step toward a decentralized, high-convenience return system that supports its long-term circular economy goals.
